Joyce Dahms-Whiffen has been honoured for founding Cicada Place in Nelson.

Cicada Place recently marked a significant milestone — its 25th anniversary of providing dedicated service to youth in our community. The celebration centred around honouring founder and program director Joyce Dahms-Whiffen, whose enduring vision, passion, and leadership have shaped the lives of countless young people.

A highlight of the event was the official dedication of the Cicada Place building in Joyce’s name, recognizing her legacy and contributions over the past quarter century.

Anna Maskerine, executive director of Nelson Community Services, delivered a heartfelt tribute, emphasizing that the recognition was “long overdue.” She applauded the program as a nationally recognized best practice model, offering youth aged 16-22 the opportunity to live independently in a safe, supportive environment. Touching testimonials from former residents showcased the profound and lasting impact of Cicada Place.

Board chair Sean Ryan echoed this sentiment, stating, “This incredible journey began 25 years ago, thanks to the vision and unwavering commitment of one remarkable person, Joyce Dahms-Whiffen.”

Staff members Christine Vanlerberg and Rick Kutzner spoke to the invaluable mentorship Joyce has provided over the years. The celebration culminated with the unveiling of a commemorative plaque on the front of Cicada Place, presented by former resident and current NCS employee Darshan Nickolchuk, alongside Maskerine — a lasting tribute to Joyce’s enduring legacy.
