A marina to be constructed as part of Nelson’s Shoreline housing development at 900 Lakeside Dr. could take up to three years to be built.
Culos Development Inc.’s application to the province to lease Crown property for a 60-slip marina and floating restaurant must pass through a detailed provincial approval process before being granted, Kelowna developer Mike Culos told the Nelson Star.
“The last word I got from the province, we were about 500 days away from getting the approvals. … It could be three years before the marina is actually floating there.”
Culos recently completed the first required step of this process by reaching out for public comment. The comment period ended on Aug. 16. The decision on the lease will be made by the Ministry of Forests. Asked for specifics on the criteria for the granting of a lease, a ministry spokesperson, in an email to the Nelson Star, gave only generalities.
“If accepted, applications may undergo a number of process steps, including First Nations consultation, agency referrals and public notice,” the email stated.
The province shares jurisdiction over the marina and restaurant with the City of Nelson, whose zoning laws apply. The waterfront area in the vicinity of the Shoreline development is zoned P2 (Water Use).
In a zoning decision in December 2019, Nelson City Council ruled that if the marina is built, half of its slips must be for non-motorized craft. This followed a public hearing at which residents expressed concerns about noise on the lake and greenhouse gas emissions from motorized boats.
Culos said the marina will be public and will offer leases to boat owners, with a few slips available for one-time rentals.
Shorelines will provide 24 townhouses, eight garden homes, and 40-to-45 condos, along with commercial space on the ground floor of the condos. The development will be built in sections with the move-in date for the first section slated for the spring of 2024.
