Many people are sensitive to chlorinated water and may need more water than they can easily bring from home.
A better solution: education and provision of frequent opportunities to recycle will result in ‘good intentions’ falling into the reuse/recycle stream instead of into the land fills and the water
Think solutions rather than banning a desired product. Personally I buy the bottles and reuse them as many times as possible. They are convenient when I am away from my lovely well water.
