An additional effective safety measure in downhill-parking is the curbing of wheels. It is customarily done in San Francisco — only sometimes here.
I suggest this to be a compulsory part of driver’s training — constantly reinforced by the police and in reports of accidents by the news media. Even a parking brake is only a mechanical device — open to failure. While a curb is a basic fixed rock — there for good; failure most unlikely. Without a doubt — the combination of both will make the car stay put!
